URGENT NOTICE: Release of Consignments Held Up in the Port of Colombo Due to Foreign Exchange Reasons in Sri Lanka

In the wake of the prevalent foreign exchange situation resulting in some number of consignments lying uncleared over a significant period of time, by the advice given by His Excellency President to the Honorable Minister of Ports and Shipping directed Sri Lanka Ports Authority to review the eligibility for Waivers of the Penal charges, as a special concession to importers, towards cargo landed at SLPA owned terminals (JCT & ECT) lying pending clearance up to 31.01.2022.

To proceed with the application for such a waiver of the port charges, the following documents are to be furnished by the importer:

  • Letter from Consignee requesting a waiver on penal charges. (Commodity / HS code of the imported cargo/containers should be mentioned.)
  • Copy of Delivery Order /Bill of Lading.
  • The letter of confirmation issued by the importer’s bank stating that the clearing of cargo/ containers have been delayed due to shortage of foreign exchange in domestic market; indicating the date when the documents were forwarded to the bank by the importer and when the bank released the documents to the importer to clear the cargo/containers (SLPA has already informed to The Secretary-General of Sri Lanka Banks Association (Guarantee) Ltd.)
  • Invoices of payments made to Sri Lanka Ports Authority.
  • Please note the eligibility for this penal charge waiver only for the cargo/containers cleared after 31st of January (including 31st January)

These documents along with the written request are to be submitted to The Chairman, Rent Waivers Committee, Logistics Division, Sri Lanka Ports Authority and all written correspondence in this regard needs to be indicated as a special rent waiver request under the above heading to prioritize the processing of requests.

The Secretary to the Ministry of Ports and Shipping has forwarded a letter to South Asia Gateway Terminals (SAGT) and Colombo International Container Terminal(CICT) requesting to follow the same.
